Key rules: no flying above 150m (492ft), within 9km of airports, closer than 30m (98ft) to people/buildings/vehicles, at night, without Visual Line of Sight, over hazardous materials, dropping objects, in Tokyo's 81 public parks, or densely populated areas (4000+ people/km²) like cities, festivals, or events.
